Enhancing environmental management in Bangladesh using environmental impact assessment: Key policy recommendations

Abstract

This paper provides a synopsis of review findings of Environmental Impact Assessment, a well-recognised environmental management tool worldwide. By reviewing the EIA system in Bangladesh, this paper reveals that while there is legislation for environmental management and a competent agency in place, there is a lack of clarity and adequacy in the regulations particularly relevant to EIA process. Furthermore, some EIA reports are poorly prepared and therefore may tend to ignore some potential environmental and s social impacts. Importantly, the mitigation measures recommended by the EIA reports are often inadequately implemented. This paper suggests that the management of environmental impacts of development projects require a strong EIA system with clear and comprehensive legislations, interagency coordination, active community participation, expert EIA practitioners, and monitoring.
